The Act creates and promotes an economic environment that supports and strengthens a culture of rights and responsibilities. It protects consumers from exploitation and unfair practices in the market place and empowers consumers to make wise purchasing decisions.

Services which are provided by an employment contract and are covered by the Labour Act are exempt from the Act. Services and goods that are provided to the government are exempt from the Act. Some aspects of the financial services industry are also exempt from the Act. Industries that are given exemption by the DTI are exempt from the Act. 

Any transaction where the consumer is a body corporate or a partnership, association or trust, and the asset value either exceeds or is equal to a threshold of R2,000,000. Consumers have the right to escalate their complaints falling within the ambit of the Act. The following regulatory bodies have been developed to assist consumers:
